Mil-spec barrier bags are multi-layer laminates, and the specific layers used depend on the specification the bag must meet. Generalizing the construction across all barrier bags leads to confusion; the table below and the sections that follow describe which materials correspond to which spec.
Laminate Layers and What They Do
- Aluminum foil layer: Provides the primary moisture and vapor barrier. Present in MIL-PRF-131 and MIL-PRF-81705 laminates. Foil thickness and purity affect moisture vapor transmission rate (MVTR) performance.
- Polyester (PET) film: Adds puncture resistance and structural rigidity. Common across MIL-PRF-81705 and MIL-PRF-131 constructions.
- Polyethylene (PE) inner layer: Provides the heat-sealable inner surface and a secondary moisture barrier. Low-density polyethylene (LDPE) is most common; HDPE is not a standard component of MIL-PRF-81705 or MIL-PRF-131 barrier bag laminates.
- Nylon layer: Present in some MIL-PRF-81705 constructions, adding flexibility and abrasion resistance for applications involving irregular or sharp-edged components.
- Conductive or static-dissipative layer: Required for MIL-PRF-81705 ESD bags. This metallized or carbon-loaded layer provides the electrostatic shielding performance that defines each Type under the spec.
MVTR: What It Means and Why It Matters
Moisture vapor transmission rate (MVTR) measures how much water vapor passes through a barrier material over a set time period, expressed in grams per square meter per 24 hours. A lower MVTR indicates a better moisture barrier.
MIL-PRF-131 and MIL-PRF-81705 both set maximum MVTR limits that qualified bags must not exceed. When storing components for extended periods, particularly in humid environments, MVTR is one of the most critical performance metrics to verify.
ESD Shielding vs. Static Dissipative vs. Antistatic
These three terms are not interchangeable, though they are frequently confused:
- Antistatic: Reduces triboelectric charge generation on the bag surface. Does not provide shielding from external electrostatic fields.
- Static dissipative: Allows charge to flow slowly to ground, preventing rapid discharge. Provides limited protection for ESD-sensitive components.

MIL-PRF-81705 Barrier Bags: ESD Shielding for Electronics
MIL-PRF-81705 barrier bags are the standard for packaging ESD-sensitive components such as circuit boards, avionics assemblies, and microelectronic devices. The specification defines three types based on shielding performance and construction:
- Type I: Water-vapor-proof, electrostatic shielding bag with a foil-laminate construction. Highest moisture barrier performance within the spec.
- Type II: Static-shielding bag without the foil vapor barrier of Type I, used when moisture protection is less critical than static shielding.
- Type III: Transparent static-shielding bag allowing visual inspection of contents without opening the bag. Used widely in electronics assembly environments.
MIL-PRF-131 Barrier Bags: Long-Term Moisture and Grease Protection
MIL-PRF-131 bags are foil-laminate heat-sealable barrier bags designed for long-term storage of aerospace parts, mechanical components, and assemblies that must be protected from water vapor, grease, and oil. Class 1 uses a standard foil-laminate construction; Class 2 incorporates a textile reinforcing layer for applications requiring greater puncture and tear resistance.
MIL-PRF-121 Barrier Materials: Grease, Vapor, and Oil Protection
MIL-PRF-121 covers greaseproof barrier materials used primarily to protect machined metal parts, bearings, gears, and components with surface coatings during storage and transit. It is lighter weight than MIL-PRF-131 and suited to shorter-duration storage requirements.
Combining Mil-Spec Barrier Bags with Other Protective Packaging
Barrier bags deliver their best protection when used as part of a complete military specification barrier bag system. Key companion products include:
- Desiccant packs (MIL-D-3464): Placed inside a sealed barrier bag to adsorb residual moisture within the enclosed air space. Desiccants are essential for components susceptible to corrosion, such as circuit boards and connectors, and are required by many DoD packaging specifications for long-term storage applications.
- Humidity indicator cards (HICs): Inserted alongside the desiccant, HICs provide a visual confirmation at the point of opening whether internal humidity has remained within acceptable limits. If the card indicates elevated humidity, the desiccant may be saturated and the component should be inspected before use.
- Heat sealing: All moisture barrier bags must be heat sealed to achieve the MVTR performance the specification requires. An improperly sealed bag, or one that is stapled or folded closed, does not constitute a compliant seal. MIL-DTL-117 defines seal strength and integrity requirements that apply to heat-sealable barrier pouches.
In addition to the above, military specification barrier bags can be combined with VCI (vapor corrosion inhibitor) products for metal components where corrosion is the primary risk.
How to Select the Right Mil-Spec Barrier Bag

- Is the component ESD-sensitive (circuit boards, avionics, microelectronics)? Specify ESD mil-spec bags per MIL-PRF-81705. Choose Type I for combined ESD and moisture protection, Type II or Type III where moisture is less critical or visual inspection is required.
- Does the component require long-term moisture and vapor protection (storage over 12 months, extreme environments)? Specify MIL-PRF-131 Class 1 or Class 2 depending on whether additional puncture resistance is needed.
- Is the component a machined metal part, bearing, or gear requiring grease and oil barrier protection for shorter-term storage? Specify MIL-PRF-121 Grade A or Grade B.
